David Steven Rappoport is a professional with more than 30 years of experience in health care, housing and other non-profit mission areas who has also worked with local and regional government agencies, philanthropies and businesses. He has played a key role in more than $40,000,000 in successful proposals for public and private funds.  As the former Senior Program Officer of a healthcare foundation, he has also been a successful grant maker.  His background gives him an unusual depth of understanding of all aspects of the grants process.

David has consulted with a wide range of organizations in both urban and rural areas, from small community organizations to large hospital systems.  He has written grants for federally qualified health centers, hospital systems, educational institutions, community organizations, and state housing authorities.  He has worked in staff positions in community-based health settings, including in an FQHC, in clinical research, and in health care philanthropy.

David frequently works in collaboration with Chris Shrum.

Chris Shrum is an organization development consultant in community economic development and healthcare systems change. Over the last ten years he has assisted governments, health systems, and nonprofit organizations advance their missions by creating lasting partnerships, fostering civic engagement, building community and organizational capacity, and securing more than $100 million in philanthropic resources from a wide range of public and private sources.

Mr. Shrum served as Director of Government Affairs and Planning for Pen Bay Healthcare, a community healthcare system featuring a 100-bed acute care facility, outpatient physician practices, mental health services, long term care, home health, and a vertically integrated retirement community.

Together, David and Chris offer targeted proposal writing and related services that deliver, working with clients throughout the United States.
